Advertising Torture - More Creative Elevator Ads

Forget obscure elevator advertising that is tucked away in a corner digital screen or print display case. Making a big impact requires a big ad, and, in some cases, a little bit of shock value. I am yet to see elevator advertising in Canada that is similar to the one below. Is this a culture thing or more of a bylaw issue?

Captivate Network in Canada runs multiple ads in a small digital screen hoping to achieve some brand awareness for its advertisers with an elevator crowd that is captive for a maximum of 1 to 2 minutes, and some smaller companies based in Canada’s MTV cities (Montreal, Toronto, Vancouver) have a number of elevator print display cases for pizza and taxi numbers. Blah.
